Kalar, Iraq Kalar (Kurdish:کهلار, Kelar ) is a town in Iraqi Kurdistan (South Kurdistan) located on Sirwan (Diyala) river. It is east of Kifri and west of Qasri Shirin and Sarpol Zahab in Kermanshah Province in east Kurdistan. Part of the twin towns of Smud-Kalar, Smud was renamed Rizgari after the 1991 Kurdish uprising against the Ba'ath party, when Saddam Hussein murdered hundreds of thousands of Kurds. The neighborhood of Smud was a relocation camp for Kurdish people under the regime of Saddam Hussein. Now, Kalar is an expanding urban area with growing infrastructure and a booming economy. At the intersection of Iraq, Iran and Kurdistan, properties in Kalar are often more expensive than those in advanced countries, including the United States. Kalar hosts the University of Garmian, a satellite campus of University of Sulaymaniyah which specialises in agriculture. The University of Garmian is also the area's first scientific center to provide a Geographic Information Systems laboratory for post-graduate students. Summer in Kalar is very hot; the air temperature has reached 58 degrees Celsius. The winter season is marked by gentle rain, and sandstorms occur annually in winter as the wind increases.
